Chlorine is added to the water to kill germs. But it does not work right away. If used properly, free chlorine can kill most germs within a few minutes. CDC recommends pH 7.2–7.8 and a free chlorine concentration of at least 1 ppm in pools and at least 3 ppm in hot tubs/spas. https://www.cdc.gov/healthywater/swimming/residential/disinfection-testing.html
First, as pH goes up, the ability of free chlorine to kill germs decreases. Second, as pH goes down the ability of free chlorine to kill germs increases but the pool or hot tub/spa pipes are more likely to corrode or break down. Third, keeping the pH in the 7.2–7.8 range helps keep swimmers comfortable in the water by helping to prevent eye and skin irritation.

Test free chlorine concentration and pH at least twice per day and more often when the pool or hot tub/spa is being used often. https://www.cdc.gov/healthywater/swimming/residential/disinfection-testing.html
You can check these items:
1. Is the heater on?
2. Are you out of fuel – propane or natural gas?
3. Did you recently get a fuel delivery? Failure to properly vent the line after filling will not allow the pool heater to fire.
4. Is the water at the correct level in relation to the skimmer? Or is the skimmer flapper stuck?
5. Does the heater show a code?
6. If you have a spa, was the system left in ‘spa mode’?
Chlorine in swimming pools kills the germs that can make people sick, but it does not kill all germs instantly. There are germs today that are very tolerant to chlorine and were not known to cause human disease until recently. Once these germs get in the pool, it can take anywhere from minutes to days for chlorine to kill them. Healthy swimming behaviors and good hygiene are needed to protect you and from RWIs and will help stop germs from getting in the pool. https://www.medicinenet.com/recreational_water_illnesses_rwis/article.htm
To date there is no evidence that COVID-19 can spread to people through the water used in pools, hot tubs, or water playgrounds. Proper operation and disinfection (chlorination and chemical balance) of pools, hot tubs, and water playgrounds should kill the virus that causes COVID-19. Limit close contact with people outside your home in public spaces, both in and out of the water. https://www.cdc.gov/healthywater/swimming/index.html
Pools can be hazardous to a number of small animals. We also don’t like to think of our little ones running out excitedly to take a swim, only to discover the harshness of nature. Luckily, a wildlife biologist invented FrogLog to help critters out, literally. https://froglog.us
